[pdftex] Allowing comments/annotation

Hello,

  I need to enable the non-latex user, the acrobat reader user, to  
annotate within the adobe reader. When you open the pdf generated by  
TexShop/pdf(la)tex in the acrobat reader 8, for example, and go File/ 
Document properties/Security, I see "Commenting: Not Allowed". I'd  
like to allow commenting. I suspect there is parameter that we can  
set during the pdf generation - Is there?
