That is just not true.

teTeX's current source tree, using autoconf 2.5x:
  rsync://tug.org/tetexdevsrc/ 

The "real" work for converting from 2.13 -> 2.5x was done by
Peter Breitenlohner:
  ftp://ftpth.mppmu.mpg.de/pub/peb/web2c/

Even before this conversion to autoconf 2.5x, I felt never unable to
modify the autoconf tests.
