[pdftex] hyperlink and href

Assume that I want to create a hyperlink inside of the same document;
I can do it either by \label - \ref or \hypertarget - \hyperlink.

Do these approaches produce different pdf?

I also can use \href to document itself - does it produce different pdf?

The reason beyound this question is the following: assume that I want
to produce document consisting of two parts each created using its own
set of packages. Simple swapping two pdf would not work since there should
be links between two parts. One can create them using hyperref and xr-hyper
and indicating as URL for both parts a future swap document.

However there may be a more regular way?
