[pdftex] reference to remote document

It is enough to have label in original file to refer to it from other file.
But you need to have aux file for original text. If you sent your tex file
for publishing you need to submit it with aux files of text which you refer,
otherwise publisher will not be able to properly create text.

Yes - I meant that both files need hyperref but only a target file
needs xr-hyper.
So far this is good as long as I am producing both files. However, if I want
to place a link to some external target file which does not have
anchors, can I target
a specific page of it?
