[pdftex] Fast Web View

Thanks for alternate way but can we not do this without any postprocessing on pdfTeX generated PDF, my mean is can we not do this by pdfTeX itslef...

Run the PDF produced by pdftex through pdfopt which is part of the
ghostscript package.
