[pdftex] Undocumented hyperref commands

That is because you use hyperref, and hyperref does automatically add
\hypertarget to various things (including numbered headers). Reading the
code of hyperref is a bit difficult, tough, so I guess you are stuck.
In any case, hyperref is the culprit.
