Most of it would be easy, using an XSLT transform, but 
the handling of page masters would be problematic. It
would be interesting to see it done, though. If you do,
I recommend targetting ConTeXt.

If you have got as far as generating FO, however, its 
probably easier to just use one of the FO processors like
XEP. TeX is good, sure, but sometimes you have to wonder
if its worth the torture.
