[pdftex] RSMoroma Font usage ?

I've been trying to get the RSMoroma font installed and working with
pdftex, so far without much success, and would appreciate some assistance.
RSMoroma is a tengwar font, and I have the afm, tfm, pfb, ttf, vf, and a
ursmoroma.fd files.
I have added a map file with the line
rsmoroma RSMoroma <rsmoroma.pfb
(I've also tried "rsmoroma <rsmoroma.pfb" and "rsmoroma <<rsmoroma.pfb").
This map file is being read by pdftex -- when I add a similar line to
cm.map, I get a warning that there's a duplicate definition.
However, pdftex appears not to recognize this as a PS font. The TeX output
includes an attempt on the part of the installation to run MetaFont (which
fails, as there is no mf source :-)
The test document is:

(which came with the font files). The main part of the interactive error is
