[pdftex] hyperref bookmark

hello pdftex user,

how can i set the option in hyperref package to stop writing the bookmarks menu? because after i included the hyperref package, it seemed that it make every cross references itself, such as bookmark, refered equation number etc.  

i've tried 
\usepackage[bookmarks=false]{hyperref}

but it didn't work, it still produce the bookmark menu.

the reason that i don't want the bookmark menu is all my document is in Thai langauge. So in arobat menu it can't read Thai language at all. and i'd like to make the outilne menu myself by using English instead which can be done by \pdfoutline, right?
