[pdftex] What is wrong with this PDF file?

When I run pdflatex on the following document

\documentclass{minimal}
\usepackage{graphicx}
\pagestyle{empty}
\begin{document}
  \includegraphics{ex0}
\end{document}

I get this result:

The tiny PDF file ex0.pdf appears fine when I view it with acroread or
gv.  Maybe something is wrong with it, but it seems to me more likely
there is a pdftex bug lurking here.  Anybody got an idea?

ex0.pdf is attached.  It was created using cl-pdf, see
