it's already on
ftp://cam.ctan.org/tex-archive/macros/latex/contrib/supported/hyperref/hyperref.dtx

'cos i just pulled it there: i've also pushed it to the other ctans,
but that won't get to dante until after it's done its nightly mirror
run, now.

anyway: pull the .dtx and the corresponding .ins file and process the
.ins with latex in the directory where you're doing this job.
