hyperref is available at (see README):
  http://www.tug.org/applications/hyperref/hyperref.zip
and other zip files or get it from
  ftp://ftp.tug.org/pub/tex/hyperref/
or wait until it is automatically mirrored to CTAN.
(I do not know the mirroring interval).
