You can run Xfig itself under Windows too if you have an X server:

ftp.franken.de:/pub/win32/develop/gnuwin32/cygwin/porters/Humblet_Pierre_A/B20
as  xfig-3.2.2-cygwin-b20.1-bin.tar.gz, was one source.
