Sorry, I don't know about Chinese. If this doesn't help you, ask on
the ConTeXt mailing list:
    http://wiki.contextgarden.net/Chinese

But you can also use XeTeX for typesetting labels. See the attached
example. The part with
    Tx="&decimal(xpart  T)
could also be improved much, but I don't know how to prevent expansion problems.
