Howdy,

Could you provide a minimum compilable file that shows this behavior? I don't have an M1 Mac and I don't have a hang with my sample files that use xindy 2.5.1 from TeX Live 2021 installed by MacTex-2021. I'm sure there are other folks on this list that do have M1 that can help.
