[OS X TeX] Adding TL'21 (pretest) to TeX Live Utility/texbin

And in the meantime I've had my breakfast and am feeling normal again. I have a preliminary version of that extra small package to install TeX Dist. I'll test it and put it on the pretest site later today. It is supposed to work both for universal-darwin and for x86_64-darwinlegacy installs.
