[OS X TeX] Catalina 15.4 does not accept Tex Live Utility

Thank you so much for your reply!

Unfortunately, your suggestion does not help. It is exactly that which I am doing all the time. And every time I get the same answer from the ‘Apple strategy’: see below. Yes, I can make an exception to Apple, and at that moment I am able to run Tex Live Utility. But the next time everything starts all over again. 
I have no idea of how to tackle this …
