Howdy,

First, the 1.21 is the version of TeX Live Utility, not TeX Live. The version of TeX Live would be a year. 

Second, the mirror you are using is for TeX Live 2014 which is frozen. 

Third, do you let those items get “forcibly removed?" If not they will certainly show up again. Is the list always the same? Could you let us see the list?
