Presumingly the file corresponding to that one is missing:

	/usr/local/texlive/2012/texmf-dist/tex/generic/babel/bplain.tex

You could inhibit building some FMT files, those from csplain, mex, mltex, ptex, texsis, uptex. The file to do this is /usr/local/texlive/texmf-local/web2c/fmtutil-local.cnf, containing lines liek:

	#!cslatex
	#!pdfcslatex

I think tlmgr has to be invoked to re-generate the final config files.


If you don't like the messages about the two missing MAP file fragments, then just create /usr/local/texlive/texmf-local/web2c/updmap-local.cfg or /usr/local/texlive/texmf-local/web2c/updmap.cfg – the correct file name must be documented somewhere. These files have entries like:

One is meant for TL before 2012, the other for TL '12++ – on my system they have the same date because I had to update both since I have a zoo of TeX Live installations.
