No it isn't.

Can you supply a *minimal* *working* example that shows the problem?

Ideally that should be one file, no include or input.

Working without hyperref, not working with hyperref.

You are using:
>> \epigraphhead[0]

>> \ChapterToc
>> \begin{compactitem}

>> \begin{EEXAMPLE}%

Neither is standard LaTeX.

This may be a simple problem like:
hyperef should be loaded last or
delete the aux files and try again
but without something we can actually run to test everything is guesswork.
