[OS X TeX] pictures in plain TeX

Hi Ross,
Thank you for your help---from the opposite end of the world!
Unfortunately, your fix didn't work for me.
I did input
\input minltx.tex
However, after that, when running plain TeX, I got the message that
\usepackage
was an undefined control sequence, and so was
\includegraphics
Maybe I didn't fully understand your suggestion?
