Because that's the most dangerous entry into your system! The root of the file system is just two or three steps above. And when you're allowed to do one step, can you imagine that the next one cold be forbidden? Gaining access to the root you can do a lot of damage.

There's something the technicians need to learn from the artists. If it isn't aesthetically pleasing, it's probably wrong.
