Thank you, Herb. I was wondering about this recently.
It works just as well with \cite{} commands in Chapter.tex. I put a test.bib file in the same folder with main.text and Chapter.tex and replaced the \begin{bibliography} ... \end{bibliography} with a single \bibliography{test.bib}. Then typeset once and it just works. The test folder is attached.
