As a text editor, I may suggest Textastic, which provides syntax highlighting 
for the same languages as Smultron (including TeX), and has sftp and Dropbox 
support. For the compilation, probably the best bet currently is to rely on a 
remote Mac to which you connect via ftp or Dropbox, as others have suggested.
