Sr Sur,

Why do you always ask the same in two lists?
(spanish tex list and this one)
In the spanish tex user group yo are gettetng the same answer:

The problem is that does not exists boldface small caps 
("versalitas" is samll caps in spanish) with the 
usual computer modern fonts.

You can try using a font with boldface small caps. For instance, Kepler 
(loaded with \usepackage{kpfonts}):

\documentclass{article}

\usepackage{kpfonts}

\begin{document}

\section{Negrita - \textsc{Versalita negrita}}

kpfonts have boldface small caps.

\end{document}
