Yes, this is the correct mirror for TL 2009. Did you install via MacTeX or the TeX Live installer?

You are pointing TLU at TeX Live 2008.

In Terminal, run the following three commands:
/usr/texbin/tlmgr --version
/usr/texbin/kpsewhich -var-value=SELFAUTOPARENT
which tlmgr
NOTE: use the full path /usr/texbin in the first two commands.
