It looks like tlmgr internals are missing.  Have you ever run tlmgr  
update from the command line?

http://www.tug.org/texlive/tlmgr.html

download and run `sudo sh update-tlmgr-latest.sh`.  If that fails,  
make sure you don't have another installation of TeX, since tlmgr uses  
kpsewhich to locate things.
