They're both fine and a nice improvement over the default LaTeX book
class.
As Simon and Themis hinted, the main difference is one of regional
localization and the native language of the developers --- if you
need to conform to European standards, Koma will serve you well,
while if you need to meet American standards, or your mother tongue
is English you'll be well served by Memoir.
