Use PNG to integrate the graphics into LaTeX's PDF output, attach the
TIFF versions to your eMail!
I don't know why your publisher wants EPS or TIFF – could be the
original pictures will get removed and substituted by other ones for
printing, such that can be more easily adjusted for the printing
hard- and software. CtP (Computer to Plate) in offset printing uses
in pre-press a special TIF format (1 bit), or EPS! If you give those
people what they want they might be satisfied.
Besides: wouldn't an eMail to them bring some enlightenment?
