No, certainly not *never*. The code for XeTeX (with both xdv2pdf and  
xdvipdfmx) compiles on PPC. I think it's just a problem of resources  
that only i386 binaries are on the recent (preliminary) TeX Live  
images and i-Packages. Probably it works to install from the usual  
XeTeX i-Package ...
