Yes, that's correct: title and section-headers are bold and should
not be.
The solution - as you proposed - is to alter t1hoegillsans.fd (which
is used by gtamachoefler,sty):
lines 25-28 have to be changed from
\DeclareFontShape{T1}{hoegillsans}{bx}{n} {<-> ssub * gtamacgillsans/
cb/n}{}
\DeclareFontShape{T1}{hoegillsans}{bx}{sc}{<-> ssub * gtamacgillsans/
cb/sc}{}

\DeclareFontShape{T1}{hoegillsans}{bx}{it}{<-> ssub * gtamacgillsans/

to
\DeclareFontShape{T1}{hoegillsans}{bx}{n} {<-> ssub * gtamacgillsans/
m/n}{}
\DeclareFontShape{T1}{hoegillsans}{bx}{sc}{<-> ssub * gtamacgillsans/
