Howdy,
It depends!
Things put in texmf.local/ are available to anyone using that machine. Note:
after putting something in texmg.local you must run texhash (or mktexlsr).
Things put in ~/Library/texmf/ are available only to that user. Note: you
DON'T have to run texhash (or mktexlsr).
If you're the only user on your machine it makes no real difference; it's
then only a philosophical difference.
