[OS X TeX] Bundles for Windows as well

It's worth noting that Windows had support for .app (and other) bundles 
in OpenStep Enterprise for Windows NT, so there's really no reason for 
this not to happen and work.

Hopefully GNUstep will bring this sort of thing back into the forefront.
