I think upgrading to the current i-Installer v2 (2.65.0) might be a 
good idea. This error message from 2.25.0 you see might be misleading 
and it might be that you have a broken package in 
~/Documents/i-Packages, one without a table of contents.

Note that you cannot install the current TeX package (and all others) 
with 2.25.0 so 2.25.0 only makes sense if you do not access anything on 
the net.

Upgrading i-Installer is your best bet.
