You seem to have found the cause of the problem. From the command line:
jackson% locate 8r.enc
/usr/local/teTeX/share/texmf.tetex/fonts/enc/dvips/psnfss/8r.enc
jackson% cd /usr/local/teTeX/share/texmf.tetex/fonts/enc/dvips/psnfss/
jackson% ls -l
total 16
-rw-r--r-- 1 501 staff 4864 13 Nov 2002 8r.enc
jackson% kpsewhich 8r.enc
jackson%
So, it is there and it is about the proper size, but kpsewhich cannot
find it . I also ran texhash, but that didn't help:
jackson% sudo texhash
Password:
texhash: Updating /usr/local/teTeX/share/texmf.local/ls-R...
texhash: Updating /usr/local/teTeX/share/texmf.gwtex/ls-R...
texhash: Updating /usr/local/teTeX/share/texmf.tetex/ls-R...
texhash: Updating /usr/local/teTeX/share/texmf/ls-R...
texhash: Updating /var/tmp/texfonts/ls-R...
texhash: Done.
