Currently, you can see this in the standard CVS (carbon) distribution.

This is possible since ever: you could take any emacs, and "enhance" it  
with four lines in your .emacs (see the readme). In fact, this is my  
dream as well, and I tried to approximate it with my distribution.

This is only because they are built on a more recent CVS (current ECE  
is one year old). My next (and last) release will have all this, plus  
the toolbar, plus graphics, plus preview-latex.
