[OS X TeX] TL2003 vs. TL2004

Reporting  the babel bug the official way was not possible, since it 
would have been required to file the error message latexbug.msg, but 
this file is empty, since the corresponding .tex file didn't compile. 
Any attempt to send a plain text email message was refused by their 
servers. I guess this is called Catch 22.

I then took all my courage and sent an email to Johannes Braams, which 
at the time of this writing has not yet been rejected, which I consider 
as encouraging.
