Can you please look into
	$USERPROFILE/.texlive2017/texmf-var
	$USERPROFILE/.texlive2017/texmf-config
and let us know which files are there?

Also please send us the output of
	kpsewhich psfonts.map


I suspect that you have called at some point
	updmap
(without the -sys) and now have local dvips.map etc files in the above
mentioned directories.
