Hi Bruno,
your package doesn't alter the fonts, hence I think it can be
distributed.  See what the microtype package already does. 

It's certainly a good idea to add license statements to all your
scripts.  Standard licenses (LPPL, GPL,...) are preferred.  If you
intend to upload anything to CTAN you are asked for a license anyway.

I've collected a few license statements for use with Emacs:

  http://ms25.ddns.net/licenses.tar.xz

The list is not complete.  LPPL needs manual editing.
