Sorry, I think that my reply "I didn't specify any directories at all,
at any stage of the TeX Live installation process." -- though literally
correct -- was misleading. After TeX Live had been installed, I did
arrange for PATH to be updated, following the instructions in the
installation guide. I did this with a shell script, and I've confirmed
that it works.
In fact, with a very red face I have to admit that I took the
instructions literally and added
"/usr/local/texlive/2017/bin/i386-linux" rather than
"/usr/local/texlive/2017/bin/x86_64-linux"; but that doesn't work
either. Though perhaps there's a problem that I added the new path to
the end rather than the beginning?
$ printenv PATH
/home/david/bin:/home/david/.local/bin:/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games:/usr/local/texlive/2017/bin/x86_64-linux
