Definitely not. Unicode has more than 100.000 characters, with lots of
them added on a regular basis, and quite some scripts still missing
completely. You cannot reasonably expect Lucida to contain all those
characters ;) No other font does.

First of all, it would help to tell *which characters exactly* you are
missing. If the font actually lacks them, the only solution is to make
a request to add them to the font.
If characters are present, it's also possible that you have some wrong
font setup. In that case it might help to provide your operating
system, which TeX distribution (and version) you are using, the exact
instructions that you followed (there is a different approach on
different operating systems), the (minimal) example that doesn't work
and the log file. Not necessarily all of that matters, but it's hard
to guess what goes wrong unless you tell us more.
