It is called by `lualatex` so that isn't the problem.

latexmk is calling with the command:

lualatex  --synctex=1 --file-line-error  -recorder  "test.tex"

when not using shell-escape and

lualatex --shell-escape --synctex=1 --file-line-error  -recorder  "test.tex"

with shell-escape.
