[luatex] missing hoffset and voffset on LuaTeX 0.95 on W32TeX

Indeed: from freshly downloaded macro code.

I see; but I can't set up these defaults; perhaps I'm missing some cfg
file, as with pdftex.cfg. Documentation on LuaTeX is both rather terse
and a fastly moving target.
