[luatex] missing hoffset and voffset on LuaTeX 0.95 on W32TeX

I'm using W32TeX, and I cannot reproduce the above.
Are you making your format files yourself?

In W32TeX, as in TeX Live,
\pdfvariable horigin = 1 true in
\pdfvariable vorigin = 1 true in
\hoffset = 0pt
\voffset = 0pt
in distributed format files.
