[luatex] \uppercase and \lowercase

Hello all,

Looking over the current LuaTeX manual, and with some case-changing
issues in mind, I came across the statement:

> The future semantics of \uppercase and \lowercase are still under
> consideration, no changes have taken place yet.

I wonder what the implications here are: is there anything more definite
on it available?
