[luatex] mkluatexfontdb devours memory

It seems that the problem is even worse:

$ luatex -ini  -jobname=luatex -progname=luatex
~/.texlive/2013/texmf-dist/tex/plain/config/luatex.ini

Please type another input file name:

Giving LuaTeX an absolute path is not helping.

I also tried

$ touch a.tex
$ luatex -ini a.tex

It also does not find the file a.tex.
