No, the capital ß is not the uppercase version of ß. SpecialCasing.txt has

# The German es-zed is special--the normal mapping is to SS.
# Note: the titlecase should never occur in practice. It is equal to titlecase(uppercase(<es-zed>))

The casing algorithms are already implemented in the ICU library (and probably in other libraries as well).
