[luatex] ligature of OpenType fonts

Hi all,
I'm very new with LuaTeX but recently I succeeded to display
Japanese text with LuaLaTeX. It is very nice but I noticed
also a slight problem, that is, it seems ligature is not effective
with my fonts settings.
My method is to follow instructions from

(needs to modify fontforge -> fontloader)

and set up fonts as follows:
\DeclareFontFamily{OT1}{jpnfnt}{}
\DeclareFontShape{OT1}{jpnfnt}{m}{n}{<-> s * [0.961026]"ipam.otf"}{}
\DeclareFontShape{OT1}{jpnfnt}{bx}{n}{<-> s * [0.961026]"ipag.otf"}{}
(IPA is a free Japanese OTF and very popular in Japan at present)
Generally this works fine but ligature seems not effective,
for example, output of ``foo`` displays open-quotes simply
succesive two quote mark instead of compressed ", normally
seen with TeX output.
(I hope you can understand my poor explanation ;-)
I suspect there is a method to tell "make ligature effective"
in LuaTeX like XeTeX (fontspec) but can't find concrete example
code yet.
After googling a bit I found "luaotfload" but I don't know
how to use it yet and some trial failed at present.
If it is necessary to review my style file please let me know.
