i doubt it is, but i don't know.  there are certainly other languages
that have dotted and un-dotted "i" in bother lower and upper case (i
_think_ ukrainian, but memory's not clear).

create one exception, and before you know where you are, it's taken over
the world.

using standard uc/lc tables is attractive, but one shouldn't assume it
will "simply avoid" the straightjacket we're already in, in latex 2e,
about the way encodings work.
