well large parts of the "non-context" code in luaotfload is about
finding and using system fonts ;-). That is what LaTeX users expect
to happen: They want to use their "normal" fonts with lualatex. (And
it is also what xelatex does).

I don't think that there is an interface to suppress the fonts in
the system folder completly, you can only say that you prefer the
texmf fonts. If you really need that, make a feature request at the
luaotfload github.
